A year into the pandemic, many businesses in Windsor-Essex have reopened under a new normal.


Shops have reopened with public health restrictions in place, hairdressers are offering services and restaurants are open for indoor dining.


But Caesars Windsor — one of the region's biggest employers and landmark attractions — has had no such luck.


The property closed on March 16, 2020, just a few days before the first COVID-19 case was discovered in Windsor-Essex. Aside from briefly reopening in October and November, Caesars has been shut down ever since.


The closure is being felt beyond the casino and across Windsor, affecting other businesses and the finances of the city, in addition to thousands of employees. And it remains unknown when the casino, hotel, restaurants and concert venue will reopen.


Dave Cassidy, president of Unifor Local 444, said the union is doing what it can to support unionized workers who have lost their jobs but he wants to see the casino reopen.


"We need these restrictions to be opened up, we have a great plan in place at Caesars. And you know, it's devastating for the people."


The union represents more than 2,200 employees — most of the facility's pre-pandemic workforce of about 2,700. A limited number of employees are still working, doing jobs such as security and maintenance.

Those who were laid off from their positions still have benefits, Cassidy said, and more than 100 have accepted a newly enhanced early retirement incentive.


Some also appear to be looking at their options. June Muir, executive director of the Unemployed Help Centre, said the organization has heard from casino workers who are inquiring about what's available and exploring second-career programs.


A spokesperson for Caesars Windsor declined an interview, but in written statements over email said the last year has been incredibly challenging "for not only our business but especially for our employees and their families, who in most cases have been off almost a year now."


"We also recognize how difficult it has been for our valued guests and the entire community we live in," said Scott Jenkins, director of advertising and public relations with Caesars.


Jenkins said the impact of the extended closure on the business is "obvious," but he would not speculate on what, if any, long-term effect it could have.


He said the casino is looking to reopen, and would consider doing so when the region switches from the red "control" tier of provincial COVID-19 restrictions to the orange level.


"We have implemented health and safety protocols and are ready to welcome back our employees and guests as soon as it is financially feasible," he said.


Under the current red zone rules, establishments such as casinos and bingo halls can open with a maximum of 10 customers.


Orange zone restrictions, however, mean the casino could have a 50-person capacity. Table games such as poker would not be permitted, and alcohol couldn't be sold after 9 p.m.


Guests would also have to be screened for COVID-19 upon entry, among other restrictions.


After more than a month in the red zone, however, it's not clear when Windsor-Essex could see restrictions loosen. The most recent weekly data from the public health unit showed case rates decreased last week, but not enough to meet the orange zone criteria.

"I think that's what should be done. And I invite the chief medical officer for Ontario, David Williams, down to see our plan," he said.


Direct and indirect jobs associated with casino


Rakesh Naidu, president and CEO of the Windsor-Essex Regional Chamber of Commerce, said the casino is a significant contributor to the local economy and its closure is being felt beyond the casino to those that rely on its foot traffic.

"When you have an employer of this kind, it's not just the direct jobs, which are in the thousands, but also the indirect jobs … Several sectors rely on a big employer like this for their business," he said, referencing hotels, motels and restaurants, even grocery stores and shopping plazas.


Small and medium-size businesses have been going deep into debt during the pandemic, he said, and the longer it takes for things to return to normal, the worse off they'll be.


The casino's shutdown also means a loss to the City of Windsor.


The business contributes about $11 million to the city's bottom line each year, through quarterly payments by the Ontario Lottery and Gaming Corporation based on gaming revenues. That has been "essentially eliminated" during the closure period, a spokesperson for the city said.


The loss of gaming revenue is one of the reasons the city is facing an estimated budget deficit for this year of $19 million due to the pandemic, which it intends to recoup from other levels of government.


'A great night out'


Despite the year it's been, Cassidy expressed optimism about the casino's post-pandemic future.


"It's really a great night out. It's probably the best entertainment we have in Windsor-Essex County," he said.


"They really provide great entertainment. So I don't think that's ever going to go away, but until we can get the shows and the capacity opened, that's a problem."

There is a large indoor self-parking garage, as well as valet. Both are complimentary for Seven Stars cardholders. If you self-park, and have a lot of baggage, it can be a long walk to hotel registration especially if you find yourself accommodated in the Forum Tower.

Hotel overview
There are two separate towers.


The Augustus Tower is the newer of the two and is nearer to hotel registration which the Forum Tower, quite a distance away, shares.


Insider Tip


The Forum Tower is "adults only" no children allowed, and is undergoing renovations which are expected to be completed by spring. Some renovated rooms already are available for occupancy.


Décor in both towers is similar; the style classic, but contemporary. You'll see touches of the ancient Rome theme, but it's not overwhelming. Cream colors and light grays make for an inviting and airy environment.


Preferred rooms in the Augustus Tower overlook downtown Detroit and the river separating the United States and Canada. Bay rooms are particularly nice, with floor-to-ceiling windows, and a spacious living/sleeping area. All rooms have refrigerators and coffee-makers, but bathrooms are a little on the small side.


There is a spa ( see below ), pool and fitness center in the Forum Tower. The pool and fitness center are complimentary for all hotel guests. Use your room key for access.


The Spa by Windsor Arms


The Spa by Windsor Arms is a full-service health, wellness and beauty spa located on the second floor of the Forum Tower. Guests can experience individualized Eastern and Western treatments featuring organic and pure serums, oils and applications, as well as a “calming and relaxing atmosphere, with trained therapists, in the luscious surroundings of [the] spa,” according to the Caesars website. Caesars Windsor announced Sunday night its gaming floor would close as of 4 a.m. Monday, and all guests were asked to depart by noon Monday.

Refunds will be handled at point of purchase. Those who purchased tickets online are asked to contact www.ticketmaster.ca (1-855-985-4357) for refunds.


Those who bought tickets in person will have to wait until the box office at Caesars Windsor re-opens.

The Ontario Lottery and Gaming Corporation said an “orderly shutdown” of all casinos in the province is a necessary measure to protect the health and safety of staff and customers from potential spread of COVID-19.


Caesars Windsor said the well-being of employees and guests is “our highest priority.”


No date has been set for when the measure will be lifted. Caesars Windsor asks customers to check caesarswindsor.com for updates.


Unifor Local 444 represents an estimated 2,300 workers at Caesars Windsor. Local 444 president Dave Cassidy said he has been in communication with casino officials and government representatives to push for additional relief for employees.


“A majority of our casino workforce will not be working, no fault of their own,” Cassidy said. “I think in this time of a pandemic, the government should be paying these workers’ wages.”


The OLG owns 10 casino facilities in Ontario, including Caesars Windsor — which is the largest casino resort in Canada.


In Las Vegas on Monday, MGM announced the unprecedented measure of temporarily shutting down all of its casinos on the strip — including such historic gaming resorts as The Bellagio, MGM Grand, and Mandalay Bay.

How tight is tight? I found myself thinking of the late Detroit weatherman, Sonny Elliot for the right analogy. How ‘bout “Tighter than the rubber bands holding up old Aunt Nancy’s knee-high hose?”

That’s my impression of Caesars Windsor casino in Canada. I’ve now visited and played at least a half-dozen times and only once left as a $100 winner – and that was the result of a few lucky random pulls on a penny slot after a show. Throw in the $4.75/4.50 to traverse the tunnel each way, plus the sometimes-long lines at U.S. or Canadian Customs, and it makes an evening visit to Caesars Windsor from the U.S. a debatable proposition.


Unfortunately, although a biggie, the casino payouts are one of the few downers at Caesars:



  • The entertainment offerings in its Colosseum are world class. I really enjoyed seeing Ringo Starr, Britain’s Got Talent winner Paul Potts and others there. One complaint about the venue is the narrow back exit, however, which after a show creates a bottleneck that would be a potential safety hazard I’d think.

  • The hotel is elegant and beautiful. When my husband and I celebrated a special wedding anniversary, the staff provided us with a free, surprise upgrade, giving us an amazing and spacious corner room facing the Detroit River, with a spectacular view of the Detroit skyline.

  • The two-floor casino is nicely designed with typically stately Caesars décor, plus it is clean and smoke free with two outdoor patios. Enough said. Delightful!

And outside of my other Caesars Windsor complaint – the afterthought tables in the large hallway outside of the Pronto Cafe for on-the-move diners (really unappealing!) – its tight slot payouts are the biggest drawback.


On my latest visit with my sister, I lost $40 within our first 40 minutes, and this was playing 2, 5, 10 and 25-cent slots. There was little to no back and forth in small wins, which keeps a slot player interested and engaged. A little later, I played $10 in two separate slots with only one cherry paying out two times – play $10, get a 50-cent return! Argh. My sister played $35 in two-cent machines and landed a ‘big’ $14 win, which at least buoyed her fun factor for more tries upstairs.


Upstairs, I donated another $5 each to two, quarter slots, with only one or two $1.25 paybacks in the process. And finally, a couple of nickel slots provided some generous fun, and I won back $14 on the $10 I started with about 20 minutes earlier. Of course, there were a lot more back and forths that provided a net gain to the casino, but that’s how they should make their money.


While I left Caesars Windsor down about $55 that day, other visits, including a couple of overnights, have left me flat. I do remember playing quarter slots into the wee hours one night and ultimately felt like I was playing an ATM — money in equaled money back, with no big wins. But at least, I was even.

On par, only one visit out of eight or nine provided a $100 payout. The rest either suctioned my money away (and that of my companions as well) with little fun or fanfare, or left us around even – and kind of bored.


As my sister said in the line at Customs as we left, “We’ve rendered to Caesar the things that are Caesar’s!” and when the U.S. Customs official asked if we were returning with more than $10,000, we almost burst out laughing…although it’s not too funny to consistently lose.


Loosen the belt Caesars and you’ll up your traffic and buzz. For now, I think I’ll play more often in Detroit (especially at Motor City Casino) where my ‘investments’ produce a better return in both finances and fun!

Caesars Windsor Casino Improves Staff Bonuses


Despite the troublesome financial situation in Canada, Caesars Windsor Casino informed that the Ontario-based gaming venue will be rewarding its staff by improving the early retirement bonus incentives. Unfortunately, the gambling property has been a victim of the lockdown restrictions and it has been closed for a while now, making workers unable to return to their usual positions.

After being closed down at the beginning of 2020 and then reopened in September 2020, but not long after on November 30 was shut down again due to increasing safety concerns in the region. The Ontario province has greenlighted the reopening of some businesses, however, it is still not known to the public whether the gaming venue will be reopening any time soon.


Bigger Bonuses

On a brighter note, the Windsor-based casino most recently announced that there will be larger pension bonuses for workers whose desire is to retire earlier. This was achieved by successful discussions between the gaming entity and the Unifor Local 444 union. The union is tasked with fighting and speaking on behalf of the workers in the region and aims towards better working conditions and more.


The increase in bonus incentives was revealed on Tuesday by the union in a social media post, which brings even better retirement benefits for the staff. According to the Facebook post, the agreement between the union and the casino will grant workers the possibility of an earlier retirement option if they decide to do so.


Currently, in order for staff to be eligible for the bonus incentives, there are three options based on the years of working experience, it also applies for employees who are 60 years of age or older. The maximum incentive one can receive is CA$3,000. The recently agreed change in retirement bonus does not concern casual workers of the casino.


Spokesperson of the local gambling enterprise Scott Jenkins stated in an email that the casino often is taking under consideration staff programs and discuss how they can positively affect the employees and their wellbeing. Mr. Jenkins added the bonus program was the result of constructive discussions with the union regarding the future of the long-employed staff.

Another casino in the province that many people eagerly await its reopening is Casino Rama. Recent news saw the casino’s intention to refresh its gambling floor by removing a certain amount of slot machines and table games. However, Unifor Local 1090 has assured its unionized workers of the gambling venue, that there will be no staff reduction despite the upcoming rearrangements. The 1050 staff members presented by the union are expected to keep their occupations.


Protecting the Working Force


Unifor Local 1090 and Gateway Casino & Entertainment have had positive discussions in the summer of 2020 about extending benefits of Ontario and British Columbia workers of the corporation. The casino leader’s intentions were to end the benefits of employees at the end of June 2020. Fortunately, the labor union was quick to search for a solution by informing the corporation that this will be a violation of the Employment Standards Act, resulting in changes in the company’s desire.
