Fallsview Casino Resort and Casino Niagara have spent over $1 million to be ready to open in a safe way. Niagara Falls Mayor Jim Diodati has been advocating for the province to revisit its 50-person limit for casinos, arguing a percentage of patrons would be a better approach.


uesday marked the one-year anniversary of when Niagara Fallsview Casino Resort and Casino Niagara in Ontario closed due to the COVID-19 pandemic.


Niagara Casinos has remained closed while other businesses have reopened during the past 12 months. Despite preparing the two Niagara Falls sites to operate safely in a COVID-19 environment, provincial guidelines only allow casinos to open to 50 people at a time. Casino and political officials have argued it is not worth reopening the two casinos, which can typically handle 11,000 people at a time, for just 50.


“Fallsview Casino Resort and Casino Niagara do not have a confirmed reopening date,” said Richard Taylor, president of Niagara Casinos, as reported by Niagara Falls Review. “We continue to work with the Canadian Gaming Association, Ontario Lottery and Gaming, the Alcohol and Gaming Commission of Ontario, Niagara Region Public Health and emergency services, and infectious disease prevention experts on our reopening plans.”


Taylor said the restrictions of a 50-person limit, with no table games permitted, “do not support the reopening of our business.” “With expansive casino properties, over 200,000 square feet of gaming floor at Fallsview Casino Resort, and over 95,000 square feet at Casino Niagara, we are focused on ensuring our reopening plans support the long-term sustainability of our business and that our health and safety protocols are based on science and medical evidence to support the health and safety of our workforce and customers," he added.


“Even during this difficult year, we were reminded of how incredible our associates are as they continued to support our community with a holiday food drive and countless hours of volunteer work. We are greatly looking forward to the day that we can welcome back our great people and anticipate that our full-time and part-time associates will return as we are able to reopen the properties,” Taylor said.


Niagara Falls Mayor Jim Diodati has been advocating for the province to revisit its 50-person limit for casinos, arguing a percentage of patrons, based on the size of the facility, would be a better approach. Diodati said he has toured the casinos and was impressed by safety protocols in place.


“They spent over $1 million making it ready in a safe way. They’re just saying, ‘What would it take?’ and they’re not getting any answers,” he said. “It’s maddening. If there was a percentage, at least we could justify it, we could understand it, and work toward it.”


Dr. Mustafa Hirji, Niagara’s acting medical officer of health, said allowing casinos to reopen with greater capacity is “really a decision” of the provincial government.

Niagara Casinos is excited that with Monday's provincial announcement the Niagara Region is allowed to enter stage three on Friday, July 24. This is a great step forward as a province and region and we look forward to welcoming our guests and associates back soon.


As the province has announced, casinos are permitted to reopen in stage three, but with significant restrictions in place. We are currently reviewing the reopening requirements and how the capacity restrictions will impact the reopening of our casino properties. For this reason, Fallsview Casino Resort and Casino Niagara will not be reopening on Friday, July 24.


"We are excited that Niagara is able to take the step forward into stage three this Friday, and we continue to move closer to a day that we can reopen our doors to our guests and associates" said Richard Taylor, president of Niagara Casinos. "Our teams have been working incredibly hard to get our properties ready to reopen and ‘Safe to Play.’ We are reviewing the stage three restrictions and what they mean for our reopening plans. While we are not reopening this Friday, we look forward to welcoming back our guests soon."


The health and safety of our guests and associates is of the highest priority. We are working collaboratively with the Canadian Gaming Association, Ontario Lottery and Gaming (OLG), the Alcohol and Gaming Commission of Ontario (AGCO), Niagara Region Public Health and Emergency Services, Infectious Disease Prevention experts and members of our joint health and safety committee to implement all health and safety protocols for the protection of all staff and customers. Niagara Falls casinos to be part of next stage of reopenings


A reopening date for Niagara Fallsview Casino Resort and Casino Niagara has not been confirmed, says a Niagara Casinos spokesperson.


"In accordance with the province's reopening framework, casinos will not reopen until stage three," said Jennifer Ferguson, director of marketing services.


She said Niagara Casinos also does not have a planned opening date for the 1,500-seat Avalon Theatre or 5,000-seat Fallsview Casino Entertainment Centre.


Premier Doug Ford announced Monday Niagara will be one of the regions entering stage two of Ontario's reopening strategy Friday, allowing further easing of restrictions in place under a state of emergency.


The province shut down all non-essential services March 17 due to the COVID-19 pandemic and has gradually been reopening amenities and services.


The two casinos in Niagara Falls closed in mid-March.


Ferguson said when the sites reopen, all health and safety protocols for the protection of staff and customers will be in place.


She said Niagara Casinos has been working collaboratively with Canadian Gaming Association, Ontario Lottery and Gaming, Alcohol and Gaming Commission of Ontario, Niagara Region Public Health, and emergency services and infectious disease experts on implementing the protocols.


"As part of the casino reopening plans, all public health directives to deter the spread of COVID-19 have been incorporated into our site-specific COVID-19 (health and safety) plan."


Examples include physical distancing of at least two metres (achieved in part by admitting fewer customers); the use of face coverings; ensuring the availability of alcohol-based hand sanitizer and disinfecting wipes for customers; implementing, where effective and possible, physical barriers such as plexiglass partitions; enhanced cleaning and disinfection, particularly of high-touch surfaces; employee health-screening tools; and COVID-19 health and safety training for staff.


"Our health and safety plans are being reviewed by highly-qualified experts in infectious disease to ensure we are doing everything we can to keep our employees and our customers safe and well," said Ferguson.


She said Niagara Casinos is working on ensuring physical distancing is "easily" maintained across the gaming floor.


"This will mean some changes to the gaming floor, but it won't interfere with the fun. Making sure we are safe to play for guests and associates is our highest priority."


Ferguson did not indicate how many people will be allowed at the same time, or if the operator will have to remove some of its gaming tables and slots to allow for more physical distancing.


She said Niagara Casinos "greatly" looks forward to welcoming back its associates but did not specify whether staff will be brought back all at once, or in stages.


"We are working on our health and safety training to ensure that when we are able to welcome back our associates, we are doing so safely. We do expect that all of our full-time and part-time associates will return to work."

Chamber survey reveals disappointment with casinos’ impact on city.


I’m not quite sure what is driving the complaints and expectations of the Niagara Falls Chamber of Commerce.


Tourism in Niagara Falls was a seasonal, half-year, day-trip business prior to the 1996 opening of Casino Niagara, with most hotels closing in late fall and re-opening in the spring, and an average tourist length-of-stay of approximately three hours.


With the advent of the casino all this changed. Suddenly hotels were open and busy 12 months a year, and more and more visitors were staying overnight.


A cursory review of Niagara Falls Tourist and Economic Impact Statistics, prepared by the city’s business development department as of April 15, quite literally puts the lie to the Chamber’s complaints.



  • In the four years prior to the casino opening building permits issued averaged less than $50 million in construction value annually, while in the 10 years following through 2006 this increased more than three times – to just under $165 million annually.

  • Over the same 10-year period unemployment rates for the St. Catharines – Niagara CMC fell by 36 per cent – from 10 per cent to 6.4 per cent.

  • The Conference Board Of Canada identified St. Catharines – Niagara as leading the country in economic growth in 2002, due to the “massive casino project in Niagara Falls,” and again in 2005 to expand by 3.4 per cent “largely attributable to the Niagara Fallsview Casino”.

  • The casinos directly employ more than 5,000 Niagara residents.

  • The city directly receives $3 million annually from the casinos’ revenues.

  • On average, more than 30,000 people come to the casino every day of the year.

  • Over 14 million people visit Niagara Falls annually.



The Fallsview Casino, with a total investment value of $1 billion, is the single largest investment ever made in the Niagara


region and the largest commercial development in Canada.


To this can be added additional investments by the Province in the region, including to the wine industry, the $150 million Ontario Hydro generation project, the Butterfly Conservatory and two new golf courses.


Clearly the promise of jobs and economic development and opportunities has been fulfilled.


Given this, rather than asking simple minded questions along the lines of “Do you want more money from the government?” and “What else would you like from your rich neighbour?” the Chamber of Commerce might more constructively ask their members “Given the level of investment and economic activity together with the current challenges to tourism (such as the high dollar, WHTI, competing facilities, etc.), how can we best work together with the casinos and the province to develop a growing and sustainable economy in the greater Niagara region?”.


Such a question would certainly be more relevant to their members, and might even garner a response rate beyond a paltry 12 per cent.

Unifor calls for safe reopening of casinos across Canada


Unifor is calling on provinces to safely reopen casinos and gaming operations across Canada under the same public health protocols that guided reopenings in other sectors of the economy.


“Enough is enough — it’s time to safely reopen casinos so gaming workers can get back to work and support their families,” said the union’s national president, Jerry Dias.


“There’s just no sound science that justifies reopening Walmarts, gyms and restaurants while at the same time keeping the casinos closed. There’s no logic behind the decision, and it’s placing a perfectly legal sector in jeopardy.”


Over the past several weeks, provinces across Canada have begun to lift restrictions on businesses including restaurants, retail shops and fitness facilities based on expert guidance from public health officials. At the same time, however, casinos remain closed under government order in certain jurisdictions.


Casinos are permitted to reopen under Stage 3 of Ontario’s recovery plan but must abide by restrictions including capping indoor gatherings at 50 people.


Local gaming officials and politicians have said it’s not worth reopening Niagara Fallsview Casino Resort and Casino Niagara, which can typically handle 11,000 people at a time, for just 50.


In an email, Niagara Casinos president Richard Taylor said when the region entered Stage 3, the company expected to “gradually reopen with stringent health and safety protocols.”


“The public health restrictions of a 50-person limit, with no table games permitted, do not support the reopening of our business,” he said.


Unifor represents nearly 9,000 gaming workers at casinos, race tracks and lotteries across Canada. It represents security workers at Niagara Fallsview Casino Resort and Casino Niagara.


Dias said gaming is a highly regulated sector and operators are already required to follow strict government-mandated parameters.


With many gaming facilities closed or operating at restricted capacity, thousands of workers across the country remain on layoff, he said. Many of these workers have lost, or are soon to lose, benefits, creating a looming drug coverage crisis that could put workers in the difficult position of having to choose between life-saving medication and other essentials such as paying for rent or groceries.


“We have reviewed the comprehensive plans our employers have submitted to government to make sure guests and workers are kept healthy and safe,” said Dias. “With these enhanced measures in place, our members want to get back to work and help our economy get back on its feet.”


Niagara Falls MPP Wayne Gates said he’s scheduled to tour Fallsview Friday to see the safety measures put in place.
