Behind the oval track at Rideau Carleton Raceway, in the white-roofed paddock, accessible by the crushed-stone-covered Barn Road, horses come and go into stalls, oblivious to the deadly COVID-19 pandemic that has twisted the world upside down.

It’s business as usual for the Ottawa harness racing track, which was forced to close in mid-March because of the virus. The track, on Albion Road, reopened June 7 after nearly three months down. But, come race time — each Thursday at 4 p.m. and Sunday at 6:30 p.m. — it’s anything but normal. The grandstand is empty. The buffet dining area, which seats 600, is closed. The attached casino is still shut down. Many employees haven’t returned to work.

In a normal year, the track is usually shut down for January before racing returns in February, one week after the Super Bowl. But then there was COVID. It could have been a terrifying Twilight Zone episode: a virus spreading and killing hundreds of thousands of people. But it’s very real. And it hit hard at the local horse track.

“I’ve been in this business for 30 years and this truly is unprecedented,” said Rideau Carleton’s racing manager, Peter Andrusek. “Without racing, the horsemen no longer had a means of generating any purse money, any income. And horses are not like cars. You can’t just park them in the garage. They need continual care, they still have to eat. There was tremendous anxiety. People would be talking about maybe opening Labour Day, some were saying it might not be until next year.”

The cost of keeping a horse is between $2,200-$2,500 a month when they’re racing. If you need to hire a trainer, it’s more. When they’re not racing, the bill can be reduced by $1,000 or so. That’s all assuming a horse doesn’t get sick or need a vet. A special CERB-like fund was set up and the harness owners received $1,000 a month per horse (with certain conditions) while the facility was closed.

“It could have been catastrophic,” Andrusek said. “The horse people knew they had relief for April and May, but, if this went on into June, July and August and if the funding was no longer available, what do they do?”

Changes have been made around the racetrack to meet health and safety protocols. Masks are worn, the way the horses are stalled in the paddock has been altered, now based on trainer bubbles with social distancing and open stalls. There is a clean team on race days.

“In many ways, it’s completely changed the way we do business,” Andrusek said. “I clean the paddock, I clean barns. On a live night, I work the mutuel desk. I used to have a team to do that, but many of the furloughed employees aren’t back yet. Budgets are so tight right now, we have no means of generating any miscellaneous income. We used to make a lot of money through our food and beverage. The wagering is still good; 85 per cent of our wagering always came from off track, now it’s 100 per cent. We’re still betting $250,000-$400,000 every race card, but the money’s all coming from the internet and telephone account.”

Before spectators are permitted to watch the races, the priority is to get the casino open.

Rideau Carleton has long been about families, about carrying on long-standing traditions: drivers, trainers, caretakers, vets, blacksmiths and owners trying to carve out their slice of the pie while maintaining their compassion toward the stars of the show, the horses. In Ontario, 40,000 people are directly or indirectly involved in the horse racing industry.

Here are the stories of three of the horse people who are part of the Rideau Carleton family.

GARY McDONALD

Originally from Newfoundland, McDonald grew up in a family with deep ties to horse racing. His grandfather, Patty “Pop” McDonald, was a local icon and had a farm in St. John’s, with 10 race horses, and was one of the founders of the local racetrack.

McDonald’s dad, Jimmy, was a contractor and blacksmith and was also involved in horse racing.

Now 60, McDonald started racing as an amateur by 1972, and he has been going strong since. Long ago, he sold his house and a restaurant in Newfoundland and moved to Ottawa.

“I figured I could do without the restaurant, but I couldn’t do without racing,” McDonald said. “I was heading to Windsor. I had a brother that lived here and I stopped in for a visit. He said, ‘Why don’t you come out to the races?’ I got to the track here and said, ‘This is just like home.’ I cancelled Windsor and I stayed.”

The past few months have been tough.

“I was feeding six horses on top of trying feed myself and pay the bills,” said McDonald, who has Muscles from Brussels, Stelios, Santana Tony, Singhampton Kenny, SOS Justified and Playing for Keeps in the stable. “Prior to COVID-19, I had just purchased two horses for $30,000, and all of a sudden I was told, ‘Whoa, we’re not racing.” I already had five horses in the stall. It was kind of a shock. I had some horses that had been off for six months, with no income coming in. It gets pretty expensive with shoeing. You have to have vets periodically, then there’s your bedding and feed and care and all the vitamins and liniments they need. On top of that, you’re trying to pay your own financial responsibilities, so it was quite stressful. It’s been a financial burden, for sure.

“I have two kids and grandchildren. My daughter had just purchased a new home; she was out of work and her husband was out of work. My son (Matthew) is in the horse racing business and he’s part owner of 10 horses. It put a financial burden and stress on everybody. All the people I’m concerned about are back to work. We’re back racing and we’re all moving forward. There’s always an out if something goes wrong. You can sell a horse, you can move a horse. But here in Ontario, everything was at a standstill: You couldn’t give it away or sell, you just had weather the storm.”

GLENN PEARSON

A former president/general manager at Rideau Carleton, Pearson is a co-owner of seven horses — it has been as many as 15 at a time — with John MacMillan, another former GM at the track. The horses are stabled in Odessa, from where they can easily travel to races in Ottawa, Peterborough and Toronto.

A horse owner for 30 years, Pearson has been involved since he was 14. As a paper boy in Belleville, one of his customers was Quinte Exhibition and Raceway manager Wally Dever, who asked him to work at the track as a runner. Over the years, Pearson has been a seller, cashier, sheet writer, announcer, race secretary and director of public relations, leading into his time as president and general manager at the local track.

“I’ve done every job. I’ve seen it from a lot of angles,” he said. “I love the horse business.”

Pearson said the track shutdown provided a dilemma: What to do with the horses?

“You can’t really let them down, they’re athletes,” Pearson said. “So all of a sudden, you’re going to throw them in a field for two months and then say come on back? It doesn’t work that way. We wanted to keep the horses fit. For some, it turned out well, for others it turned out poorly. We have a horse — Golden Dynamite — he was unbelievable at the start of the year. We thought he was one that needed to be rested. He came back, he hasn’t been the same horse. He has $25,000 earned this year, which looks pretty good, but $24,000 of that was in the first two months. He hasn’t made $1,000 since (he finished third in a race Thursday and appears to be on the right track).”

ROBBIE ROBINSON

Robinson, who turns 54 soon, grew up in Odessa, less than 25 kilometres northwest of Kingston.

He owned his first horse when he was 10, obtained his trainer’s licence when he was 16 and has been driving since he was 18. His dad, Carl, who managed a Loblaws store in Kingston, had horses.

“I liked the horses from Day 1,” he said. “Even when I was a toddler, I’d be around them, buzzing through their legs. You make a career choice … I always wanted to be a driver. I never really wanted to do anything else.”

There have been some huge highlights along the way. In 2009, he had a good trotter — Gutsy Volo — who won his way out of Ottawa, with nobody wanting to race against him. At Mohawk Raceway, near Toronto, Gusty Volo, with Robinson was his trainer, beat a horse called San Pail, the best trotter in the world, in a $50,000 Open Trot. San Pail would be named Canada’s Horse of the Year 2011.

Robinson loves what he does.

“It’s not even a job, it’s more of a lifestyle,” he said. “If you do something you love, you never really consider it work. Some days are a little frustrating, but most days are pretty enjoyable. It’s a little community here. People are cheering for one another. If I have a good race in Toronto, everybody here has my back; they’re all cheering for me. They want to see the little guy do good when he goes to the Big Smoke. I’m in a bit of a resurgence as a driver. It’s a young man’s game, but hopefully I can go until I’m 60.”

He wasn’t hit has hard as some others when Rideau Carleton was closed.

“I was in a bit of a different situation than most people,” he said. “The horses I train are a stable of young horses which weren’t racing at the time and weren’t going to be racing until we actually started up. I still got paid through the pandemic.”

LOOKING FOR A HOME RUN

Glenn Pearson and John MacMillan are two of the more successful harness racing owners in Canada, in the Top 3, actually (with 324 wins in Canada and the United States since they teamed up as business partners in 2014).

But they’re not making millions of dollars. Profits, in fact, are slim. From purse money of more than $1.4 million since 2014, they’ve made just a $77,000 profit. In those six years, they’ve spent $1.4 million buying 121 horses.

“There are always a couple that are going good, but there are always a couple going bad,” Pearson said. “We’ve earned roughly 5.3 per cent on our money. And that’s an exceptional number. A lot of people are treading water. It’s a Cinderella game. You’re looking to hit that home run, you’re looking for that horse you can make $100,000 with. We’ve been lucky. We’ve had horses we bought for $15,000 and sold for $50,000. This year we’re up about $5,000 on our operation, but we’re down $16,000 on the buying and selling.

“You have to be able to play. It’s not for the faint of heart. We bought a horse — Dragon Teeth — last year for $22,500. He never made a nickel, he broke his knee. Bad luck goes with the business. We another one — Little Clay T — we bought him for $2,000. The horse was lame. We had the vet come in and he said the horse has a puss pocket, he stepped on a pebble and it’s in his foot. The vet said it would come out, ‘Keep going with him.’ Johnny kept training him and the vet would come back. Every time the vet comes, it’s $300-$500. The next week, he comes back and X-rays him. Broken bone in his leg. Done. He never raced again. That’s another 10 grand gone.

“We have had an unbelievable run and we’re hardly making any money. So where do you think the rest of the guys are? It’s staggering how tough the business is. It’s a very complicated, intricate business. You have to really love it and you have to hope for the home run.”

Earlier this year, Pearson and MacMillan bought a horse in Pennsylvania, then the U.S. border was closed because of the pandemic. They had to hire a trucking company to retrieve the horse.

“Instead of going to get the horse yourself for $500, it costs $1,500,” Pearson said. “By the time we got the horse, he nowhere near the quality of horse we thought we were buying … he couldn’t beat me in a race.”

After buying the horse for $20,000, they sold him for $10,000. The horse will be used to pull a buggy.

There’s obviously a great deal of passion for the harness racing industry from Pearson.

“When your horse wins a race and you go down and get your picture taking in the winner’s circle, that counts a lot for me,” he said. “We’ve had 324 pictures taken. That’s a lot of wins in a lot of different racetracks. We had one day about three years ago where we raced three horses in the afternoon at (Trois-Rivières, Que.) and three horses that night at Rideau Carleton, we won five of the six. That was a day to remember. I love it, my kids have grown up with it, I enjoy the social aspect of coming over and watching my horse go. You have to love it to be in it.”

SIRES STAKES ON FOR SUNDAY

The Ontario Sires Stakes season kicks off Sunday at Rideau Carleton Raceway with a full slate of three-year-old trotting fillies, who will compete in three $71,000-plus Gold Series divisions, five $22,000-plus Grassroots divisions and one $7,500 Prospect Series division.

Top Gold Series filly Warrawee Vicky, who was developed at Rideau Carleton Raceway by Metcalfe’s Robbie Robinson, makes her return to the Ottawa oval in the second Gold Series division.

Warrawee Vicky and driver Doug McNair will line up at Post 2 in the $71,467 test, looking for their second Gold Series win of the season. They face a field of five, including GP Dreamin, who was also a winner in the July 2 Gold Series opener at Woodbine Mohawk Park and is undefeated in four starts this season.

Lansdowne’s Shawn Steacy will start two fillies in Grassroots action, including division co-leader Moana, who gets Post 4 in the last $22,800 Grassroots split. Moana and driver James MacDonald scored a 1:59.2 victory from the outside Post 7 at Clinton Raceway on July 5.

Hard Rock taking over Rideau Carleton Raceway casino

Hard Rock Casino Ottawa will take over day-to-day operations at raceway in fall 2017

The Rideau Carleton Raceway will undergo a multimillion-dollar expansion that will bring a hotel, a music venue and hundreds of new jobs to the struggling Ottawa horse racing and gambling facility.

The Ontario Lottery and Gaming Corporation (OLG) announced Monday that Hard Rock International will partner with the raceway, with the two companies investing more than $320 million to create an "integrated entertainment destination" in the city's rural south end.

Hard Rock Casino Ottawa — 51-per-cent owned by Hard Rock International, with the rest controlled by the owners the raceway — will take over the day-to-day operations of the slots at the raceway in the fall of 2017 as part of a 20-year agreement, OLG said in a release.

Under the city's zoning, 21 gaming tables can be added to the gambling offerings, and the number of slots are expected to increase slightly to 1,250 — although OLG has estimated that there's enough demand for 2,000 slot machines at Rideau Carleton.

The city receives a payment from the OLG slots, which in the last five years has been in the $5-million range.

Jim Allen, chair of Hard Rock International, revealed details of the "master plan vision" for the raceway at a news conference Monday afternoon.

The first phase, Allen said, would involve modest renovations to the Albion Road complex by the end of the year.

But the second phase would see a large expansion of entertainment offerings, including a new casino, four restaurants, a 2,000-seat venue for live music and a Hard Rock merchandise shop.

The plan also includes building a new entrance to the raceway that would create "a sense of arrival," said Allen.

It's not until the third phase, sometime after 2019, that the company plans to turn its attention to building a 250-room hotel at the Rideau Carleton Raceway, which opened in 1962.

The new complex will be in tough competition with the well-established Lac Leamy Casino in Gatineau, which boasts 1,700 slots machines, about 70 gaming tables, a number of restaurants, an 1,100-seat theatre and a Hilton Hotel. It is also in a more advantageous location to draw tourists staying in Ottawa's downtown core.

Horse racing will remain at the raceway, with Ottawa West-Nepean MPP and provincial infrastructure minister Bob Chiarelli saying the new deal would "ensure the survivability of this iconic sport."

However, the new deal won't see the harness-racing side of the business sharing in any of the gambling revenue, which was the case before 2012.

Instead, the raceway owners are hoping to introduce harness racing to an expanded and younger audience, who will be attracted to the Rideau Carleton Raceway by the Hard Rock experience.

Prior to Monday's news conference, Nepean-Carleton MPP Lisa MacLeod said the announcement was great news for her community, which has suffered after the slots-at-the-raceway program was ended by the Liberal government five years ago.

"I'm looking at $320 million investment into my community that will, I think, drive more growth in the city's south end," she said. "I'm going to see a lot more stability for the horse people.."

Allen told reporters that the he plans to "keep all the employees". The deal with the OLG stipulates that the Hard Rock Casino Ottawa will honour the collective agreement of provincial workers who currently operate the slots at the raceway, until the contract expires in a few years when it will have to be renegotiated.

The company estimates that the entire master plan will create 2,000 direct and indirect construction jobs, and 800 on-going jobs at the Hard Rock premises.

Rideau Carleton Raceway casino expansion ready to rock with council backing

Hard Rock Casino Ottawa will build a hotel, concert theatre and expand gambling now that city council has backed a $318-million redevelopment of the Rideau Carleton Raceway.

Wednesday’s 18-5 vote in favour of the necessary land-use rules will let Hard Rock and the raceway begin the multi-year project, which is scheduled to be complete by 2022. Councillors Keith Egli, Catherine McKenney, Diane Deans, Jeff Leiper and Tobi Nussbaum voted against the zoning changes. Coun. Jody Mitic was absent from the meeting.

Some councillors on the losing end of the vote tried to restrict the growth of future gambling at the Albion Road site and direct more of the city’s gambling revenues to health programs.

McKenney tried to convince colleagues to cap the number of slot machines at the facility at 2,000 through zoning regulations. Nussbaum wanted two per cent of the city’s gambling revenues to help Ottawa Public Health fund a new plan to protect residents from problem gambling. Both councillors lost.

Hard Rock anticipates city hall will receive more than $12 million in gambling revenue through a host city contribution agreement with the Ontario Lottery and Gaming Corp. when the entertainment facility is fully built. Today, the city receives about $6 million in gambling revenues under the agreement.

Mayor Jim Watson said council shouldn’t “undermine” the health unit’s request for more provincial money by diverting municipal funds to health programs. The health unit wants $150,000 in one-time funding from the province for a health promotion campaign, plus $200,000 more in annual funding.

“The province is responsible 100 per cent for OLG, for the Alcohol and Gaming Commission and for problem gambling,” Watson said. “For us to go and take that responsibility on, it would be the same as us saying let’s take over highway maintenance and let’s take over hospitals. That’s not our responsibility. The province takes the lion’s share of funding from casinos, they should, and are, providing 100-per-cent responsibility for problem gambling.”

McKenney’s bid to require council’s permission for any additional slot machines beyond 2,000 was an attempt to put slots on an equal footing with table games when it comes to municipal restrictions. The maximum number of table games, now 55, is in the property zoning, but the number of slots isn’t. A controversy erupted earlier this year over the number of slot machines when councillors learned Hard Rock plans to add 750 slots to the 1,250 existing machines. Some councillors thought they had the OLG’s assurance to keep the number at 1,250, only to learn a council vote last September washed out any previous commitments.

The happiest councillor Wednesday was George Darouze, who said a redeveloped raceway will be an economic boon to his Osgoode ward. The city should “roll out the red carpet rather than putting sticks in the wheel” for Hard Rock and the raceway, Darouze said.

The Hard Rock concert theatre will have 2,500 seats and the nine-storey hotel will have 200 rooms. The company plans to install restaurants and displays of music memorabilia.

Horse racing will continue at the facility.

Long-term care homes will get 35 more PSWs

The city will start looking for 35 personal support workers now that council has endorsed the hiring plan at the municipal long-term care homes.

The move is in response to a critical audit and independent review of the four long-term care homes run by the city. Greg Fougère, the consultant hired to review the facilities, discovered residents are receiving less care compared to other residents in Ontario non-profit facilities.

The city is using $800,000 from its one-time and unforeseen expenses account to hire the PSWs or other necessary staff in 2018, but council will need to spend $2.3 million annually on the staff starting in 2019.

The city last fall asked Fougère, the former head of the Perley and Rideau Veterans’ Health Centre, to review the long-term care homes after reports of abuse surfaced.

The train to Kanata has an approved route (but still no funding)

Council approved the staff-recommended route to extend LRT through Kanata, but it might not be built for another 13-plus years.

The estimated cost is $1.85 billion in 2017 dollars.

Kanata LRT is poised to be Stage 3 of the O-Train project. Stage 1 between Tunney’s Pasture and Blair station is scheduled to open in November 2018 and Stage 2, with rail expansions to Moodie Drive, Algonquin College, Trim Road and Riverside South, is scheduled to be complete by 2023.

The 11-kilometre rail line, going west from Moodie Drive, will run along the north side of Highway 417 before crossing over the highway at the Canadian Tire Centre, continuing south to a terminus at Hazeldean Road. There will be eight stations on the route.

The transportation master plan calls for Kanata LRT after 2031. Construction will depend on the upper levels of government contributing money.

Bike-sharing businesses get cheap public space

Companies that operate bike-sharing services can now use city land at a reduced rate.

The services deploy stations where people can pick up and return rented bikes.

Council approved a fee break for the services as a trial run for 2018. The cost will be $250 per station, per year, and $1 per bike, per month.

The regular fees required companies to pay thousands of dollars a year to set up a bike station on municipal property, like a sidewalk or boulevard.

The city agreed to try the reduced fees after CycleHop expressed interest in expanding its VeloGo bike-sharing service in the region. The reduced fees are open to any bike-sharing company.

Former Lester B. Pearson home will be demolished

The two-storey Sandy Hill building once home to Lester B. Pearson should be torn down, council decided.

The majority of council sided with its planning committee, which voted to allow the Ugandan High Commission to demolish the decrepit structure at 231 Cobourg St. and build a new office on the property. The built-heritage subcommittee, which includes expert citizens, previously voted to deny the demolition and reconstruction.

Leiper, McKenney, Mathieu Fleury and Scott Moffatt voted against the demolition Wednesday.

The Action Sandy Hill community group accused the high commission of “demolition by neglect,” arguing that the building has heritage value because of the Pearson connection. The property is also in a heritage conservation district.

However, building assessments have concluded the repair costs would be huge. The city’s own heritage staff agree the building should be demolished.

Pearson lived in the building between 1955 and 1958 when he was minister of external affairs. He won the Nobel Peace Prize in 1957.
